Draft Minutes of the Belton and Manthorpe Parish Council Meeting held on 26th August 2020 by means of a Zoom, video conference due to Covid 19 restrictions at 7.30pm

Present Cllrs S. Syddall,( Chair) S Thompson, C Thornton,  J. Ashford,  J. Bishop, R. Hallam, M Morris County Cllr Ray

In attendance Chris. Morgan (Clerk and Proper Officer). - Although this was a video conference, the details of the meeting had been publicsed for members of the public to join if they wish, no one had requested this.

  1. Chairman’s Remarks. Cllr Syddall opened the meeting and welcomed everyone present, stating that it was pleasing to see that everyone had coped with the technology.
  2. Apologies for Absence – None.
  3. Declarations of Interest – Nothing declared by anyone, this was to be a reduced Agenda meeting due to Covid 19, and there were no matters on the Agenda where anyone present had any pecuniary interest to declare
  4. Minutes of the last meeting held 27th May 2020 – It was RESOLVED to adopt the minutes as a true record, proposed by S.T.. seconded J.B. and the minutes, would be, duly signed by the Chairman and Clerk.
  5. Finance. CM had circulated a Financial report prior to the meeting, there were no queries on this and it was RESOLVED, to accept the report and agree to the payments that had been made. (copy of the report attached).
  6. Planning Applications since the last meeting. CM had circulated a report on all the planning applications since the last meeting.  The vast majority were straight forward and had required no comment or objection. Comment had been made re the Dial Cottage extension, and a request had been forwarded to S.K.D.C. Planning re this, to ask that consideration be given to set conditions on this application, so that the Contractors vehicles did not obstruct or block Washdyke Lane and that access should be via the north or east side of the property.  The past Chair of the P.C. had also submitted an application re an extension to the rear of the property.  This would not be seen from the road,was in keeping with the rest of the property and the P.C. had no issues to raise re this.  J.B. mentioned the Tree Work (applications) in Manthorpe, these were generally as a result of recent flooding there, hopefully this issue has now been resolved.CM reported that he had written to the Planning Enforcement at SKDC re the work being carried out at Manor Farm a Grade II Listed building and that there was no evidence of a Planning Application being submitted. A response had been received which would be circulated to Members, in effect stating that they would look into this and follow up when they could.
  7. A607 Road Surface. – CT spoke to this item stating that the road surface between Belton Garden Centre and Chandlers was breaking up and in a poor state of repair and as a result road noise was considerable and comment had been made by a number of residents re the noise being obtrusive.  This had also been reported some time ago when LCC had stated that it would be 9yrs before the work could be carried out, this was 8+ years ago and the noise and the state of the road was getting worse, County Cllr RW stated that he would follow this up and requested that a report be forwarded to him re the issue and the history around this Chair, CT and CM to liaise and submit the report to RW.
  8. Any Other URGENT Business. RW commented that he was disappointed at the outcome of the application re the change of use at Belton Garden Centre, and that the objections, and comments made re the road safety issues appeared to have been disregarded. RW also reported that interviews for the new Chief Constable for the Lincolnshire Police were being undertaken in September and a decision would probably be made around 17th September on the result.

 

Dates of next meeting –To be held on Thursday 26th November 2020,, dependant on the Covid 19 restrictions, could be another Video Conference or if allowed an actual meeting
