Draft Minutes of the Belton and Manthorpe Parish Council Meeting held on 5th August 2025 at 7.30pm in the Old School Room, Belton

1)Chairman’s Remarks. The Chair, Cllr Charity, welcomed everyone to the meeting, and confirmed that the meeting was quorate. He went on to say that since the last meeting things had been reasonably quite, with only one or two Planning Applications received with no objections from the P.C.
2)Apologies for Absence – Cllr R Hallam, Cllr R Mansel
3)Declarations of Interest – Nothing declared by anyone, and there were no matters on the agenda where any councilors present had any pecuniary interest to declare.
4)Minutes of the last meeting held 13th May 2025 – It was RESOLVED to adopt the minutes as a true record, proposed by S.S. seconded by S.T.and the minutes, were, duly signed by the Chairman and Clerk. – Matters arising – All covered by agenda items.
5)Ian Cooper was invited by the Chair to update the meeting on National Trust matter. I.C. addressed the meeting. Belton House was in the top ten premises for attendance in National Trust Properties. Highlights had been the Easter International Photograph Exhibition which had been been very successful. The Summer Play area introduced this year was very popular and the good weather was attracting a lot of visitors to this. There is also an outdoor cinema this week end, the forecast is good so a good number attending this is anticipated. Unfortunately there had been a number of anti-social behavior incidents at Lion Gates. This was quite disturbing as staff and been abused by teenagers, and there was evidence of drug taking, drinking and criminal damage. N.T. were working closely with local Police to try and resolve these issues. NT had now opened Grantham House to the public, at no charge and this was proving popular. The NT were struggling nationally with funding. The recent N.I. changes meant that the NT bill had risen by approx. 10million pounds. It was possible that staffing may be affected and redundancies may be needed to “balance” the books. Basically Costs were up and Income down.
6) Update Re Alison Homes / Manthorpe Chase– Georgina McCrea had submitted her apologies for not attending the meeting, but had sent a written update that CM read to the meeting. Build is progressing well, helped by the dry summer we've had so far. Our Sales Centre is now open to the public, and a number of homes have already been reserved. We're on track for our first resident to move in at the end of the month.
Highways - We've made good progress with LCC Highways regarding the Belton Lane / A607 junction and have now received Section 278 Technical Approval for the works. LCC has granted us road space to complete the works from 5th January 2026. Additionally, LCC has issued the invoice for the Offsite Highways Works Contribution (Newark Hill), which is approximately £420,000. This will be paid in line with our first occupation.
Public Right of Way (Footpath 2) - The final surfaced public right of way through the site will be completed and open by the end of the month, at which point the current temporary diversion will be closed.
It was queried by members at the meeting re the crumbling of the road surface edges on Belton Lane around the Manthorpe Chase entry/exits. CM to contact Allison Homes and also LCC Cllr – Paul Martin. There was also a question about the proposed new school on the estate. CM to ask Alison home and Cllr Martin if there is any update on this.
7)Belton Street Lighting. ST stated that two new lamp standards had replaced the old ones on Barkston Heath Lane. These were the modern type very tall and completely out of character the Conservation Village of Belton. A general discussion took place on the matter. CM to ask LCC Cllr Paul Martin to enquire into this as no consultation had taken place at all.
8) Finance CM had circulated the Financial Report and updated the meeting on recent income and expenditure. It was agreed to retrospectively agree all the payments as outlined in the Financial Report.
9) Speed Indicator Devices -High Road Manthorpe A general discussion took place re the new Solar powered signs. CM to ask the volunteer Ian Chalom, who “looks after” the signs to turn them round, if possible.
10) Planning Applications since the last meeting – CM had circulated a paper with all the relevant applications, these had not been controversial and no objections had needed to be submitted. The Ash Tree Solar Farm had won its appeal and would now be moving forward CM had contacted Low Carbon, Sam Hicks, who had stated that work would start there with the next 12mths as there was initial work to be completed on the planning and the practical issues. The Community Benefit Fund may also be available to the P.C. once the work is completed.
